Hi Dave:

I saw it in the paper version of the December issue
of Wired magazine. Apparently the scientist working
on UWB at Interval is an Italian physicist. Some
mention was also made of the fact that the FCC has
not yet approved the use of UWB. A petition for
approval of UWB was filed with the FCC last year,
but all sorts of specious objections were filed.

If you have access to INSPEC (an engineering data base),
you will find a lot of references under impulse radio
or UWB radio.
