If SI is on Oracle, have you guys enabled the "multi-threaded server" MTS option? Some people assume it is the default, and it is not. There are some parameters in init.ora like mts_servers that need to be set for this to turn on. Without it, you are not multi-theaded, it is not the default, so if you have a bunch of hardware and servers that you think are going to work together it won't happen... you will run from one box only. An old boss I had that ran into this said it was like sitting in a porcshe with a yugo engine... nobody could figure out what was wrong. fwiw
