I agree with your opinion on men's responsibilities. But where I grew up, I don't think jail bait was anything more than a phrase people used. I can think of three girls I knew who got involved into sexual activity very early (one pregnant in the 7th grade) and I don't think there were any legal consequences for the guys involved. My memory is that this was because the guys involved(in two of the cases it was groups of guys) were underage too. I can recall another case from around 1980 when a friend of a friend worked for the county prosecutors office. A case had hit the papers involving possible sexual abuse of a young teenage girl by an older male. I heard the attorney explain at a get together that the girl was well developed for her age and was somewhat sexually active. I don't think anyone was prosecuted although the man involved was not underage. I was living in West Virginia at the time so those who wish can chalk it up to that. Perhaps reluctance to put the girls in these cases on a witness stand had anything to do with how things were handled.

Still, my theory is that if men kept their pants up and their peckers in their pants, these girls wouldn't get pregnant, Interesting. I'm trying to imagine a situation where some guy is holding organ in hand and somehow this entices the female totally beside herself, disconnecting her own common sense, to invite the gent on a ride into the tunnel of love. Can't say I ever remember it happening that way, but since I dropped out of college early, perhaps this happened in the 2nd, 3rd, or 4th years.
