I believe this is a question with many answers, a couple I tried to elude to already: 1) INTC knows how to stamp out fabs that look and work alike - they believe they can cost effectively do the same with data centers. 2) A data center needs a wider array of expertise to manage including s/w, IT, and h/w. Since INTC basically defines the platform, I suspect they are better at all three than DELL. DELL's expertise is in assembling a product with the least amount of cost. They are a capitalistic machine. They sell things... why not sell them to INTC for packaging?

Even so, your question still remains: Why not have the hosting service inside? By not, they accomplish a couple things. First, they make a sale and revenues grow. Second and more important, they retain an incredibly important relationship w/INTC who was on the hosting service idea first;-)
