The analyst sez that his optimism is based on the huge increase in ASP partners as if he hasn't paid any attention to the fact that company officers don't expect meaningful ASP revenue until 2001.

The partnerships presage the revenues. I think that's the point here. The idea is that if CTXS establishes good partnerships the revenue will follow, and with it earnings and cash flow. Growth generally follows a sigmoid curve (it looks like a cumulative normal probability curve),and my guess is that the analyst is seeing (or thinks he is seeing) the very beginning of the rapid growth (logarithmic) phase.

Also, bear in mind that that we are hearing from a sell-side analyst. These guys are not exactly disinterested parties. I wonder what the buy side analysts think.
