Looks interesting, but how long a term?

I searched the www.otcbb.com site and found the following information
by backtracking through the Daily List for NCPP:

Original symbol and name:
VNIN Valence 9 Development Inc. Added to OTCBB 8/27/98

Then on 6/22/99 changed symbol and name to:
VNIND Valence 9 Development Inc New (1-800 R/S) 

(what does "New (1-800 R/S)" mean?)

And on 7/30/99 changed symbol and name to:
NCPP New Cinema Partners Inc

NCPP being a penny stock traded on the OTCBB, it will have to meet the requirements of the Eligibility Rule to remain quoted. Its determination date should occur in May 2000, according to the "Febraury 22, 1999 - OTCBB Eligibility List", based on its original symbol of VNIN. The Eligibility List can be viewed at this link. After it loads, search for VNIN; "NO" means it doesn't already meet the requirements:

Why is this important? Because if NCPP doesn't meet the requirements, it will be moved to the Pink Sheets in May 2000. The last day for quotation on the OTCBB would be May 17th, 2000, according to the schedule at this link:
otcbb.com

So the question is, will the stock price reverse and move upward prior to May 2000? Comments?
