Bell Canada to Invest $3 Bln in Brazil Over Next Three Years

Sao Paulo, Nov. 19 (Bloomberg) -- Bell Canada International
plans to invest $3 billion in Brazil over the next three years as
it boosts its commitment to the country's telecommunications
market, Gazeta Mercantil reported. BCI chief executive officer
Michael Sabia said the company is focusing on Vesper, the phone
company it formed to compete starting next month in fixed-line
phone service in Sao Paulo, Brazil's wealthiest state, and in
eastern Brazil, including Rio de Janeiro. Sabia paid a visit to
Brazilian Communications Minister Pimenta da Veiga and
Development Minister Alcides Tapias on his first international
trip since taking over as BCI's CEO Oct. 1, the paper said.

Previously, the company had said it was planning to invest a
total of $2 billion in its Brazilian operations.

I don't know how to interpret this as an indicator, but the spread on qcom 320 2001 leaps has moved from the usual 2 points to 5 points today.

ZQIAD: bid 119 1/4, ask 124 1/4

I presume this is volatility related... Can anyone shed some light on this phenomena? My guess is the market makers are trying to discourage purchases of calls.
