Is there that much wasted space in a central office for doubling the DSL equipment?

I worked as a contractor for almost ten years for Bell Atlantic and AT&T.

There is a LOT of excess space at most CO's. I have been in some of AT&T's underground facilities that had several thousand square feet of vacant space. Ditto with Bell Atlantic.(Not underground, but vacant)

I used to ask, Why not rent out some of this vacant space?

The answer: We don't care to chance a security breach.

I know of two 12 story office buildings that AT&T owns that only about four floors are fully being used. That is just in my area. How many are there nationwide?

I don't buy the floor space argument.
