I figure that is also why Curtis LeMay, one of the military strategy grand masters of all time, was also not considered. He was "our first righteous purveyor of megadeath" with the carpet bombings in Europe and the Pacific. And he did so ache to use the thermonuke to telling effect, back when we had a clear atomic dominance. I am guessing that of those four, the only one who ever PERSONALLY killed anyone was Mao, and I'm not even sure about that.
