The hoops are there, even if they aren't clearly codified. This article may support the idea of hoops or impediments to getting prescription methadone. I sort of speedread it, so I'm not 100% sure.

Someone may have mentioned this already, but I thought the main reason almost all narcotics are almost impossible to legally prescribe is the average member of Congress is incapable of making a distinction between good and bad.
