Bernard, I'm trying to understand, ultimately, how the FCC decision will lead to deployment of DSL to the masses. Say that is the ultimate goal. Then, what does the FCC say to SBC when SBC says, "Look we are going to risk $2 billion/year on upgrading our plant, bring fiber closer to the home, and install 20,000 very expensive NGDLCs. And you are saying, once we put our capital at risk, you mandate us to give the pipe to a start-up Data CLEC with zero risk, to put them in a position to collect the lucrative revenue streams. How do you expect us to spend $2 billion/yr under this circumstance?" I know you must see an answer I don't. So I'm curious as to what it is. MikeM(From Florida)
