With very little fanfare, Time Warner has built a fast-growing, $225 million-a-year business that offers telephone and data services to business customers over a network that looks more like a traditional telephone network than a cable TV system.

Time Warner Telecom, as the new business is called, has strung fiber-optic lines in 21 major cities, including Charlotte, N.C., Houston and New York City.

Time Warner Telecom has concentrated on cities where Time Warner cable already had a presence, allowing it to use its local office space and cable TV rights-of-way.
