I am not quite sure what you mean by that. I have experience in making that happen. Show me a program, give me MS Project and access to the project leads, I can come up with ways to take weeks out of verification schedules with additional reosurces (unless the program is already over resourced). All this for a small fee, of course ;-)

And, that seems to be precisely the reason why Merced got back on track - at least that is what I gather.
