Enterprise software companies have been trying to do the monthly-fee or transaction-fee licensing arrangement for years... the only way it works is if the software involved is so complex that personnel are a problem, and the transaction fee model enables an ASP solution (application service provider... where the software is outsourced over the net, therefore eliminating any staffing for the customer).

Microsoft doesn't really have any transaction based software now... plus their software isn't that complex. I doubt this licensing approach is emminent from msft.
