The outlook for oil exporting countries like Venezuela and Colombia brightened as oil prices rocketed to a nine-year high on Monday after Iraq
suspended oil exports under its humanitarian exchange program with the United Nations.

Prices leaped as Iraq's Oil Minister Amir Mohammed Rasheed confirmed that Iraq had stopped oil deliveries under the latest six-month phase of
its oil-for-food exchange with the UN.

Emerging debt traders said volume was thin on Monday, typical of year-end. But this season investors' shyness is exacerbated by Y2K uncertainty and
the fact that many investors are willing to take profits, as emerging debt has rallied about 19.5 percent so far this year .

"The market is more ready to take profits and settle down than it is to start the next leg of a rally," Grimberg said.
