A war of attrition being waged by the State of Florida is an appropriate description of what has gone on under Governor Chiles and the previous administration. Whether Jeb Bush and a Republican Administration can continue the illegal and immoral policy is a good question. The legal and right and just outcome is for the State of Florida to pay CCO "just compensation" as the Judge has explicitly stated in his ruling. I hope his clarification will spell it out in a clear and unequivocal manner, but I am afraid that they will leave some wiggle room for the State to continue to delay.

So far, the legal case is proceeding along a course that appears to be inexorably headed toward a final outcome that will require an appraisal. I think that CCO should unilaterally obtain an appraisal of value and put the numbers out there for the State and the public to see. I see no need to avoid this step at this point. Hopefully the people inside CCO are not afraid that the number will be too big for a negotiating base. That would be STUPID! Especially if they have the alternative of a solution like I have proposed. I only hope they are not ignoring my suggested solution because they didn't think of it themselves.

I also hope that some insiders who are in line to get a contingency piece of a settlement are not so focused on their own self interest that they neglect their fiduciary duty to us shareholders. I'd like to see CCO get a formal appraisal and publish the results to the shareholders. I'd also like to see CCO publish my suggested compromise for all of the shareholders to consider.
