would new Prizma-E chip be available to other company besides NN

I'm sure that it was developed as a 'spec' product with the hope that someone would adopt it. Apparently Newbridge has.

There is much more to a commercial ATM switch besides the switching fabric chip. Don't worry that Joe's Garage will come out with a 50Gbps switch.

ZO, as fumble points out, this chip would be available to anyone willing to buy it. And yes, a "switch" entails much more than just a switch fabric chipset. Probably uses NN designed line card protocol processor chips, and lots of NN software.
