The market is definitely being held back - someone wants to buy up retailer shares. When I see a 200,000 share sale priced high enough above the trading level that it won't likely be hit, then I suspect the ceiling is artificial.

I agree with your analysis that 8003 isn't likely to stay at the IPO price and will likely get a high PE ratio. They probably wanted to use a low ratio so they could refer to the dividend as being 4%. It will likely be much less than that as a stock will tend to rise until the dividend is less than bank rates.

It isn't going to take much patience - they start trading in a couple weeks.
