I don't think that it's desirable for BtB to be greater than about 1.04 to 1.05 for much longer.

As a general rule you are correct, though I think this is a complicated situation. AMAT's BtB is down to your ideal 1.05. Certain segments are just ramping up though, such as CYMI's 1.39 and PRIA's 1.50. Until my biggest holdings (mentioned in the last sentence) get ramped up, I won't mind this.
