I don't have the SI rulebook in front of me but I have seen SI Bob and other SI management make that specific comment several times. I keep most of them personally bookmarked to follow the latest trends and twists in management decisions like that.

I am sure you could clarify it on the new SI Think Tank thread.

You are correct. It is not a violation of the Terms of Use to post the contents of a PM unless those contents violate the Terms of Use (vulgarity, etc).

As someone who has been very active in large online communities for about 12 years, I strongly dislike seeing private communications made public, but that's a netiquette issue, not a TofU issue.
