Look what standardization, manufacturing prowess, high yields, etc.. have done to CPU price/performance over the years. The same would happen to hubs and routers. This would help, not hurt the consumers of the internet age

One could make the same argument about having a standard OS platform to write programs for. It seems that the government disagrees.

Would the FTC/DOJ be opposed to a merger that would greatly benefit the consumer?

The FTC/DOJ will do anything that will score them political points and allow them to swagger at press conferences. In a recent antitrust case that I won't bother to name the claim has been made that the company either charged too much for their item or they charged too little in order to drive the competition out of business. The court couldn't decide which but obviously it was one or the other.
