I'd translate the free bandwidth under this perspective:

The model for the next next gen network is the shopping mall.
Look to a Shopping Mall. The shop-owner is paying for square feet or Sq meters. That's for valuation purposes (Service Level Agreement). In fact he is paying for bundled services. He pays for a share of the infrastructure the property developer built. The escalators, parking lot, fire-prevention, security, public announcement, resting areas, wash rooms. cleaning etc.

The shop owner pays for this bundled of infrastructure. But when he signs a contract he is signing a contract for square feet that he is going to use to set his business.

Now picture that: Bell Labs open a new mall says that the shop-owners will pay only a service charge (for the bundle of faciltites as above) and would say that floor space will be free.
