But the billboard company, Outdoor Systems, told the RNC that its legal office had decided against posting the sign which it regarded as anti-Democratic and negative.

RNC Chairman Jim Nicholson has asked the company to reconsider, saying he found its stand "most puzzling."

"As you well know, the billboard features nothing more than a photograph of President Clinton embracing Vice President Gore, along with a direct and accurate quote from Mr. Gore praising Clinton ... how could that image and that message possibly be seen as something so 'negative' or 'anti-Democrat' that it deserves to be censored?" he wrote in a letter to Outdoor Systems.
