The competitions in the access market depend on regulators licensing infrastructure-based competitors. In most countries the first step has been to introduce mobile competition, In Europe, parts of Latin America, the United States and a few countries deregulation of wireline local competition has just begun, while in most countries have not even started. The timing, number, and conditions of licensing such as concessions requirements and fees, will have an important impact on access deployments. To the extent that other access technologies may be implmented due to more favorable de-regulatory environment. Ex: LMDS taking hold in Germany. Broadband in Sweden and Cable TV in the major CATV markets. Thus rendering ADSL the second or third mover in the access market.
