You are correct, of course. The context of the original request was the SEMI BtB report, which used the terms as I defined them. (Placing the divide between wafer processing and packaging/test)

I generally use "front end of line" to describe transistor building, and "back end of line" to describe interconnects, hoping to avoid precisely this confusion. Better yet, I recast the sentence using more precise terminology.
