Dave, I think that if you look back to my post, you'll see that the T (admittedly stretched) analogy was meant to buttress the formidable political/entrenched GSM relationships that confront the Q: i.e., reduced costs now, uncertain investment in infrastructure in a new/unfamiliar technology, would tend to support the arguments of the pro GSM crowd in PRC. In addition (and re. Seybold's point, which we hope is correct), the point was made that the desirability and timing of migration to 3G were uncertain, at best, leaving open the question whether MII should, in 1999-2000, even have 3G in its sights.
