I understand the argument. The question is, will it tying Microsoft down "restore competition in the OS market"?

I think not. What it might do, if the middleware vendors are successful, is to replace Microsoft with a new company in the monopolist's chair. Or, perhaps you would have two monopolists, one in the OS space and one in the middleware space, sharing the monopoly rent, much as Microsoft and Intel do for the PC platform.

I'm not sure that's what the antitrust laws were designed to bring about, since their job is to protect competition, not competitors.
