It seems strange that no one from either the Company or the State is talking about some sort of formal appraisal. Apparently, the State may have done some sort of sketchy "thumbnail appraisal" back in 1975 when less than 50 million barrels of oil were in question. I don't have any specific numbers and I can't quote the source of that comment, but a new appraisal would clarify a lot of things.

Probably both the State and CCO ought to get their own independent appraisals if they want to even discuss "just compensation" as specifically mentioned by the Appeals Court Judge. How can either side move forward without their own appraisal?

I suspect that both sides have a "fear of big numbers" <G>. The State is afraid that the generation of a large dollar number will create a political uproar. CCO is also afraid of the same thing. I'm not afraid <G>. Let the games begin. It would beat sitting here sinking into the mud.
