Not sure what you mean by "the limit" when referring to shares available to short. The only point at which there are no shares to short is when all shares are held in a cash account. All shares held in margin accounts are available to short, thus there is no real theoretical limit. I think as shares find there way into cash accounts at mutuals and institutions, then it becomes increasingly more difficult to find available shares. But hard to believe it ever becomes impossible, although any particular broker may not have the connection with other brokers that have the shares available, so you may not be able to find shares that way.
