Your assessment might be correct from an incumbent's perspective, but their competitors don't see it quite that way. At least they haven't historically, in the Internet sector.

The ISPs have not been accustomed historically to near-guaranteed ROIs like the incumbents have, so they tend to ignore such axioms and continue to be innovative where they can, through experimentation and their "try it, if it doesn't work, fix it" mentality.

However, and as I've mentioned on the FCTF and elsewhere on numerous occasions, the ITU and the traditional equipment vendors are now working to thwart such innovation by standardizing around the emulation of the PSTN, as is, so what you say bears more merit than meets the eye, even if only from a would-be nethead's perspective.

Another factor working against the kind of innovation that the 'net sector has been noted for is the commercialization of many traditional ISPs, as they find themselves in a culture crisis. They now find themselves with a need to meet quarterlies as they race to stay on top of the bubble. Which, in some ways, constitutes two contradictory (contra indicative?) states of mind.
