The Chicago Stock Exchange (MWSE is their MPID from the days when it was called the Midwest Stock Exchange) runs a UTP book (unlisted trading privileges) that appears in the Nasdaq Level II montage, but is not a 17a-23 ECN. It acts like one, though. An ECN that no one ever mentions because daytraders and investors never "see" it is BondNet, owned by Bank of New York, for treasuries and the like.
