In fairness to the Management of CCO, it's hard to say they are stalling. I think they are trying to move things along through proper channels. It's sorta like the Republicans trying to impeach Bill Clinton where one side follows all the rules and the other side lies, cheats, steals, and delays. Hopefully with the change of Administration in Florida, they won't lie as much.

I still think it is amazing that finding oil has been turned into some sort of disaster that has to be denied and covered up. People go to war to protect their oil supplies.

We can unilaterally get some sort of appraisal, just for our own informational purposes. I'm concerned that the management of CCO may be thinking small and worrying that they are going to upset people if they meekly ask for too much money. They may be afraid to get an appraisal because it might prevent them from settling for what they think is a practical number that the State can afford.
