The question is if Fibre can provide 10% of its 128 channel spectrum for dedicated QoS what is the need to go from IP to ATM.?

If they have to go to some trouble provisioning, then the cost and delay will strangle some interesting applications.

If they can offer a flexible channel to customers who can then tailor the mix between IP and ATM-QoS according to their own needs, then the interesting applications can get off the ground.

The customer flexibility aspect is only available when you have a QoS layer underneath (ATM).
