According to industry sources, a lesson was learned from GSM phones. Today, 20 percent of the cost of a second-generation GSM handset pays for IP rights, due to the lack of a joint licensing program.

Where did this come from, Dave? I remember some papers made available by the CDG which had it as 13%. Still high, but nowhere near 20%. Also, the reasoning behind the high rates is to keep out outsiders. Each of the big European mfgs has some IPR which they trade to give themselves nearly no royalty costs, but it keeps out the riff-raff.
