ted, This Elbrus could be a fraud to get the cash and run away, or it could be genuine. Remember the Russians are quite strong in engineering and mathematics so they may have a new approach that will work. their problem is lack of infrastructure to exploit it. They could not support a modern fab....all supplies would have to be imported...so why not make the CPU ofshore and use the $$ to start to build the infrasructure. A good friend of mine has been to Baikonur to witness launches as a private individual, he even arranged tours for tourists who stayed in the Russian VIP hotel on site, while the NASA flyers had to be bussed in from miles away. He walked the pad 120 minutes after a launch and picked up souvenirs, burnt wires from umbilicals that get sacrificed etc. He was very impressed by the russian engineers and how well they solved problems with scarce resources. Sad to say the tours were shut doan through him as the Russian politicians tried to get the $$ flow and NASA complained that he had pictures and samples of refractory tiles from the Russian shuttle that were unlawful for Amricans to own. the russians at Baikonur even use the tiles to make space oriented artwork to sell to tourists as there are many that are culled from each launch as faulty and that are made faulty so they can be used for this kind of $ maker for the people at Baikonur.

So I cannot throw the Russians away automatically...but investors will, they aill weigh the risks and vote with wallet.
The only way for the Elbrus to see the light of day is to have it fabbed in USA/Taiwan/UK/Japan etc.
