ADR, GDR (American.../Global...)--mostly marketing buzz words by the various depositary banks and/or underwriters to differentiate their product. The terms only really have relevance against the geographic distribution intended by the houses, but it is usually a false relevance: ADRs can be traded worldwide on multiple national exchanges but imply a primary listing on a US exchange or NASD Market, while GDR implies an initial worldwide distribution intended to be traded on multiple national exchanges, including the local exchange.

And, if MTNL is only now looking for one of the Big Five to do its conversion to US GAAP, there is little likelihood that it will be able to list by January. Conversion to US GAAP of an Indian, or any foreign, company's accounts takes months and months, on average.
