One.Tel, telecoms firm, has announced plans to spend up to $20 billion in the UK and W Europe to develop mobile phone networks with Lucent Technologies, partner.

The firms will invest up to $2 billion to acquire spectrum licences. These licences will be available in the UK, France, Germany, Italy, Spain and the Netherlands. Venture financing of $10-$20 billion will be made available to fund the development, construction and operation of 3rd-generation networks in the UK and two countries in mainland Europe.
