This is T's big chance to fix the problem. They can raise funds($10B as it looks) to target to this area without issuing debt or diluting the parent's equity. They also can generate significant short term losses during the conversion and have them not show up in the parent's income statement.

As I have stated here and in a multitude of other forums, there are two steps for T or SBC to convert from TDMA to CDMA:

1) Issue a tracking stock.
2) Do it.

They are half way there.
