Damn if I didn't read your post just before I was going to bed...
I remember talking about this in a different form on the @HOME thread about 1 yr ago. I think this was the site we talked about... (courtesy of askjeeves.com a wonderful website i'm using quite often i've found)

websearch.about.com
It lists ISPs and packet loss.

Here's another general site
websearch.about.com

cruzio.com
Kind of a cool site where you can test packet loss for any
website on thier server. Just type in the address and it sends 10 pings.
I tested SI and found...

PING www.siliconinvestor.com (206.253.217.10): 56 data bytes
64 bytes from 206.253.217.10: icmp_seq=0 ttl=246 time=43.615 ms

--- www.siliconinvestor.com ping statistics ---

Yahoo test found...

PING yahoo.com (204.71.200.245): 56 data bytes
64 bytes from 204.71.200.245: icmp_seq=0 ttl=246 time=11.066 ms

64 bytes from 204.71.200.245: icmp_seq=8 ttl=246 time=9.537 ms
64 bytes from 204.71.200.245: icmp_seq=9 ttl=246 time=10.199 ms

--- yahoo.com ping statistics ---
10 packets transmitted, 10 packets received, 0% packet loss
round-trip min/avg/max = 9.537/12.314/18.03 ms

considerably less time, but that may also depend on what is between me Cruzio, and Yahoo vs SI.

I have a cable modem and my speed test shows currently:
1511.1 Kbps (185.2 K bytes/s)
computingcentral.com

Have fun with these sites...

I'm going to bed
Regards
Jay

EDIT out of curiosity I just tried testing excite.com and recieved the following

PING excite.com (199.172.148.11): 56 data bytes

--- excite.com ping statistics ---
10 packets transmitted, 0 packets received, 100% packet loss

I use a cable modem with Charter communications that is usually fast as lightening but yesterday it was painfully slow using SI, every other site was as usual fast. Seems to be working fine this morning.
