The Attorney General represents the people of California in criminal and civil manners before the state and federal trial, appellate and supreme courts. The Attorney General also serves as legal counsel to state officers, boards, communities and departments, and assist the district attorneys in the administration of justice. In addition, the Governor may direct the Attorney General to appear on behalf of the State whenever any suit or legal proceeding is pending against the State. The Attorney General carries out these constitutional reponsibilities through the programs of the Department of Justice. As the Attorney General's legislative and constitutional mandate is limited, the office cannot provide any form of legal service to individuals. Except in a very limited application, the state has no authority to file class action lawsuits. Class actions are private lawsuits filed by like-minded people who are members of a group seeking the resolution of a shared grievance.
