It wouldn't make much sense to delay build out of digital service because the boxes cost so much (unless maybe ATT needed the capital elsewhere).

That is exactly my point: what your digital TV service representative told you about cash shortages doesn't make sense in the context of published information concerning T's procurement of STBs (and related infrastructure upgrades to accommodate their functionality)--unless the STB deployment is very geographic market specific (and Puget Sound is, so far, not in the deployment grid) or unless cash for a system-wide upgrade is being diverted. It does not make for a cogent corporate story.
