I think that universities obtain diversity not by quotas, but by selecting students on the basis of personal qualities in addition to grades and test scores. E.g., they like Eagle scouts.

Perhaps we should leave the so-called top universities out of the discussion since they are mostly private schools not as heavily regulated as state schools. And your definition of "top" will surely not match mine.

The issue is public high school admissions, right? What is wrong with a colorblind admission program based on test scores for an elite public high school?
