William, the IPO is now priced at 20. I've wondered about similar scenarios as you describe. I've never done an e broker IPO before. This is from their frequently asked questions site. You might go there and check or probably someone here knows the answer.

9.Can I purchase shares in a public offering on margin? When do I
need to have funds on deposit in my account to participate in an
IPO?

Customers may not purchase shares in an IPO on margin. After
effectiveness and pricing of an IPO, we will make allocations of shares
to our customers. At the time that we make these allocations, you
should have sufficient funds in your account to pay the total purchase
price of the shares allocated to you.
