This discussion has grown a bit tiresome but I wanted to bring up one last thing: Well, a six month delay has not been too bad. The thing I find ironic about that remark is that, had SNRS elected to delay just six more months, the 300+ eyes they reported as having been at 12 months would have come to the full term of 24 months, and there would have been no question regarding the quantitative adequacy of the data. Why SNRS felt the need to reapply so quickly as to become controversial is a speculation point I'll leave for someone else to pick up.
