Hmmm I hope you are correct. Don't you usually hire a Contractor before you have a building permit? In some most counties here in Texas A building permit is voided if you do not break ground within a
certain period of time. It would seem to be a waste of money to get the permit and then scramble to find a contractor. Also in some municipalities it is necessary for the builder, contractor, etc. to prove adequate liability insurance, licenses, bonding etc. before a permit is issued. I am not disputing your words, just seemed odd about the permit. I am sure Vegas is different than the Lone Star State.
Heck when I lived I Los Angeles, there were situations where I had to have a permit to be issued permits!!!
