Unfortunately the elderly need to realize that when a system is strained and resources are tight - they just don't get to live as they used to - and eating dog food and living in crime is probably better than being dead.

I know ish, and those people (that you are describing) deserve to be taken care of, in my book. Especially the medical costs (except for heroic medical stuff they don't want... that should not be forced upon them). The drug companies shouldn't be allowed to gauge the elderly either. Otoh, if someone is wealthy, and they are also elderly, then they don't deserve a handout either.
