As I understand it, Bush intends to tinker with the current system - ie. raise the retirement age. If not radically changed, you're going to HAVE to raise the retirement age if you don't think citizens are going to stand for 70% tax rates.

Here's the part that drives the statists crazy:

You would be free to choose to stay in the current system, or invest part — and eventually the bulk — of your Social Security payroll taxes in your own Personal Retirement Account, similar to an IRA or 401(k) plan.

None of their schemes work unless everyone is coerced into doing it their way. They can't stand the idea of letting people have a ( you will forgive the word ) choice. They know they will lose if people are free to do what they perceive is in their own best interest.
