All they can do is make [HDR] presentations and hope equipment companies commit.

It's really easy to do some joint ventures. That shows the partners that QCOM is willing to accept risk, meaning that the reward is expected instead of being a smoke-and-mirros marketing ploy. And a joint venture with the right partners brings marketing, manufacturing, and distribution resources QCOM would never have on their own.
