StarBase Announces Technology
Licensing Agreement with
Macromedia

Agreement Targets the Rapidly Growing Market for E-Business Web
Applications

SANTA ANA, Calif., ? July 7, 1999 ? StarBase Corporation (Nasdaq:
SBAS), a leading provider of collaborative content management
products for Web site application production, announced today that it has
entered into a technology licensing agreement with Macromedia, a leading
provider of professional Web publishing solutions. Through the agreement,
Macromedia has licensed the server and internet technology found in StarBase
products, while allowing StarBase to leverage the Macromedia market. The
agreement is designed to address the growing trend among Web developers
to work collaboratively throughout Web design and production, while
effectively managing complex changes to Web content.

Under the terms of the agreement, StarBase will receive a licensing fee as well
as royalty payments for any products that Macromedia sells using StarTeam
technology. In addition, StarBase will be able to develop future StarTeam
products that will be compatible with Macromedia products incorporating this
technology.

"As Web sites increase in size and incorporate content from many
contributors, Web development teams face an increasing level of complexity,"
said Kevin Lynch, senior vice president of Macromedia's Web publishing
division. "These teams need an efficient way to manage change throughout the
process of Web site creation, production, and ongoing maintenance. After
careful evaluation of the category, we chose StarBase technology as the best
basis for new content management products from Macromedia."

William R. Stow III, chairman and chief executive officer of StarBase, stated,
"We are very excited to be working with an organization of the caliber and
reputation of Macromedia. This partnership not only represents a defining
milestone in the history of StarBase, but also strengthens our position as a
strategic player in the Web development market. The combination of
StarTeam and Macromedia technology will enable non-technical contributors
such as authors and graphic artists to collaborate directly with developers and
project managers."
