There are fairly strict guidelines for domestic disputes. The police are not outnumbered in those instances- it is the unpredictability of the perpetrator that causes the harm in those situations. Yet again- you confuse the issue. Even in a domestic violence situation and officer is not supposed to intervene without backup.

The danger in a CROWD should be obvious- if the officer is overpowered the crowd will have his GUN. He could be taken hostage. These are two of the worst case situations for a police force.
